Activity: Research and policy analysis

Geographic location: Mississippi River Basin and Susquehanna River Basin

Brief activity description: WRI has undertaken policy analysis addressing how agricultural policy can be used to mitigate the hypoxic zone in the Gulf of Mexico. The use of market-based instruments was shown to be the most cost-effective policy to adopt. We are continuing to work on the development of market-based instruments such as nutrient trading markets and exploring the use of reverse auctions to allocate agricultural conservation funds. Most of this work is currently being undertaken in the Chesapeake Bay watershed but the results are transferable to the Mississippi River Basin.
